On November 21st, 2008, the City of Harlingen was issued its Texas Pollutant Discharge Elimination System (TPDES) General Permit from the Texas Commission on Environmental Quality (TCEQ) according to 30 Texas Administrative Code (TAC), Section 150.135. This general permit was renewed and approved on February 17, 2015; the permit requires the City of Harlingen a Phase II MS4 (Small Municipal Separate Storm Sewer System) to continue our storm water management plan for another 5-year permit term. The City of Harlingen has produced a storm water management  plan (SWM P), which includes best management practices developed for each of the following six (6) minimum control measures:

  1. Public Education, Outreach, and Public Involvement
  2. Illicit Discharge Detection and Elimination (IDDE)
  3. Construction
  4. Post Construction, Permanent, or Long Term Control Measures
  5. Pollution Prevention and Good Housekeeping for Municipal Operations
  6. Industrial Storm Water Sources
The above mentioned best management practices (BMP) selected will aid in the reduction of storm water pollution to the "maximum extent practicable" in order to comply with storm water quality regulations enforced by the U.S. Environmental Protection Agency (E.P.A.).
