Form must be Submitted no later than 3:00 pm. (MUST BE PRESENT)

1. Any person wishing to address the Mayor and City Commission must complete this form. This is a sign-up sheet for Citizen communication regarding public business or public policy governed by the City of Harlingen that is or is not on the agenda.
2. The sign-in sheet will require the speaker’s name, address, telephone number, topic, or agenda item number to be discussed.
3. If you request to address the City Commission during the Citizen Communication portion of the meeting, you will be given three (3) minutes to do so. The City Commission will not answer any questions or provide comments.
4. If there is a group organized or not organized that is present to voice their concerns about an issue during Citizen Communication, the group must select a spokesperson.
5. If there are more than three (3) people wanting to address the Mayor and City Commission about the same issue, a maximum of six (6) minutes will be allocated regardless of the number of people.
6. If instead you wish to provide written comments, the second page of this form must also be completed. Written comments are limited to 400 words.
7. The City Commission reserves the right to waive any part of this policy at any time.

Public Hearings

1. Any Person wishing to address the Mayor and City Commission during a Public Hearings listed on the agenda must complete this form.
2. You will be given three (3) minutes to address the Commission the Commission if you signed up to speak regarding one (1) Public Hearing. If you signed up to speak on two (2) or more Public Hearings, you will be given a total of five (5) minutes to address all Public Hearings.
3. If there is a group organized or not organized that is present to voice their opinion during a Public Hearing(s), the group must select a spokesperson.
4. If there are more than three (3) people wanting to address the Mayor and City Commission about the same issue, a maximum of 6 minutes will be allocated regardless of the number of people.
5. If instead you wish to provide written comments, the second page of this form must also be completed.
