MEMBERSHIP
The Community Development Advisory Board shall be composed of ten (10) members and two (2) alternate members, three (3) per Quadrant. All to be adult citizens of the City of Harlingen who are qualified voters of the State of Texas. Membership shall be by appointment by the Mayor and Commissioners of the City of Harlingen to wit: each having two (2) appointments. The appointees shall reside in and be chosen from the following census tracts and block groups. Any land annexed after the date of these by-laws shall be included in the quadrant adjacent to the annexation as shown on the map attached hereto.

Quadrant 3 (East) Census Tracts: 102.01 BG 1, 102.02 BG 3, 108 BG 3,4, 113.01 BG 1,2, 113.02 BG 1,2,3, 114 BG 4, 117 BG 4
Quadrant 4 (South) Census Tracts: 111 BG 1,2,3,4, 112 BG 1,2, 118.01 BG 1,2,3, 118.02 BG 1,2,3, 121 BG 1,3
Membership shall consist of three-year terms coinciding with the Mayor and City Commissioner appointing that member to the Board. Terms of office shall run from the time of appointment by Mayor and Commissioner for three (3) years or until the completion of office by the elected official who made the appointment. Resignation from the Community Development Advisory Board shall be presented to the Chairperson and to the elected official who made the appointment. If a member of the CDAB vacates office during his term, a replacement appointment shall be made for a term not to exceed the balance of the term of elected official making appointment. At expiration of a term, member shall continue to serve until a replacement appointment is made. Three consecutive unexcused absences of a member will constitute removal. Attendance shall be recorded on the official minutes to each meeting and indicate either present, excused absence or unexcused absence for each member.
